Penjabat (Pj) Wali Kota Malang, Wahyu Hidayat menyampaikan segera melakukan evaluasi serta mencarikan solusinya. Apa yang dilaporkan BAZNAS, atas permasalahan hasil zakat belum optimal tersebut.

Hal ini disampaikan PJ.Wahyu Hidayat usai membuka Raker UPZ OPD Kota Malang yang dirangkai dalam kegiatan Kupatan Baznas Kota Malang, Selasa(23/4/24) di hotel 101 Malang.

“Progresnya apa saja yang sudah dicapai oleh UPZ-UPZ OPD, sebanyak 30 UPZ. Kita akan lakukan koreksi dan evaluasi. Kita petakan permasalahan dimana, kami mengakui ada satu atau dua UPZ yang masih belum memenuhi target harapan,” ujar Pj Wahyu Hidayat.

Menurutnya, keberadaan BAZNAS dinilainya sangat penting bagi umat. Utamanya untuk kemaslahatan dan mensejahterakan umat. Masyarakat kurang mampu, terjadinya kebencanaan serta kebutuhan sosial lainnya.

“Kita tidak menemui kesulitan atau kendala, tanpa menunggu pengajuan penganggaran. Dana yang ada bisa dipakai sesuai kebutuhan dan bisa dipertanggungjawabkannya secara hukum. Kami pun berharap peningkatan dan optimalisasi peranan UPZ membantu BAZNAS,” imbuhnya.

Sementara itu ketua BAZNAS Ketua Badan Amil Zakat Nasional (BAZNAS) Kota Malang, Prof Dr Kasuwi Saiban, S.H., M.Ag mengatakan, kesadaran dan kepedulian dari pegawai negeri sipil (PNS). Bagi ASN di lingkungan Pemkot Malang. Lebih dibangkitkan dan ditingkatkan lebih bagus lagi.

“Mereka dibebani kewajiban zakat. Terhitung di 30 UPZ OPD, di lingkungan Pemkot. Kami dapati masih jauh dari yang ditargetkan,” kata Prof Kasuwi kepada Malang Post, saat Raker dengan 30 UPZ OPD, di Hotel 101 Malang, Selasa (23/04/2024).

Prof Kasuwi lebih jauh menjelaskan, target dari BAZNAS Jawa Timur. Perbulannya adalah sebesar Rp500 juta. Tapi realisasi perbulan hanya tercapai sebesar Rp30 juta. Tentunya ini jauh dari target yang diharapkan. Kenapa bisa seperti itu?.

“Kami melihatnya butuh dibangkitkan dan ditingkatkan lagi, rasa kepedulian dan kesadarannya. Agar lebih kuat dan bagus lagi. Khususnya ASN yang berhak atau wajib berzakat, dikelola di UPZ OPD masing-masing,” jelas dia.

Prof Kasuwi berpikiran, jika dilakukan upaya pemotongan langsung dari gaji ASN. Dikhawatirkan bakal menimbulkan keresahan atau kegaduhan. Kendati aturan regulasi zakatnya sudah jelas mengatur di sana. Tinggal keberanian kebijakan yang diambil oleh Pemkot Malang.

“Sebab, kita ini hanya mendapatkan amanah untuk melaksanakan tugas dan fungsinya. Kewenangan penuh yang miliki regulasi soal zakat, semuanya adalah kewenangan penuh dari pemerintah. Kami menunggu instruksi atau arahan lebih lanjut dari Pemkot,” ucapnya.

Aturan regulasinya yang diamanatkan, sambung Prof Kasuwi, terdapat di dalam UU nomor 23 tahun 2011. Menjelaskan tentang harta yang wajib dikeluarkan zakatnya bagi seorang muslim. Didistribusikan kepada pihak yang berhak menerimanya.

“Nah kita dari BAZNAS ini, kepanjangan tangan pemerintah ditugaskan menangani hal tersebut. Pada aturan Al-Qur’an dan Alhadist, penjelasannya secara gamblang juga dijabarkan,” tandasnya.

Untuk memaksimalkan potensi zakat lebih optimal lagi dari ASN, lanjut dia, BAZNAS Kota Malang mengundang 30 UPZ OPD. Kesemuanya berada di lingkungan Pemkot Malang. Diajak urun rembug, mencarikan solusi terbaiknya.

“Kita petakan permasalahan dan solusi apa yang bisa menumbuhkan sekaligus meningkatkan kesadaran maupun kepedulian zakat dari harta mereka. Hal lainnya, kita juga menginformasikan hasil laporan triwulan yang didapatkan kepada mereka,” tambah Prof Kasuwi.

Disinggung upaya meningkatkan potensial zakat di Kota Malang lebih signifikan. Langkah apa saja yang sudah disiapkannya saat ini?. Prof Kasuwi menjawabnya, pihaknya masih akan melanjutkan optimalisasi pembentukan UPZ 200 masjid.

“Karena kami sebelumnya telah membentuk 100 UPZ masjid. Sekalian memberdayakan nilai ekonomi di masyarakat. Tujuan BAZNAS ini, menghimpun, mengelola dana zakat guna mensejahterakan umat lebih produktif,” tandasnya mengakhiri.(Djoko W)
